{"id":1028,"date":"2020-03-26T13:26:09","date_gmt":"2020-03-26T13:26:09","guid":{"rendered":"http:\/\/blogs.cardiff.ac.uk\/thinking-wales\/?p=1028"},"modified":"2022-04-13T17:25:09","modified_gmt":"2022-04-13T16:25:09","slug":"who-are-wales-self-employed","status":"publish","type":"post","link":"https:\/\/blogs.cardiff.ac.uk\/thinking-wales\/who-are-wales-self-employed\/","title":{"rendered":"The self-employed workforce in Wales"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\"><strong>As the UK Chancellor prepares to announce a package of support for self-employed workers affected by the coronavirus (Covid-19) pandemic, this short blog posts sets out key facts about the self-employed workforce in Wales.<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In\n2018, it is estimated that there were 206,000 self-employed people in Wales,\nequivalent to 14.1% of the in-work workforce \u2013 slightly less than the UK\naverage of 15.1%.<\/p>\n\n\n\n<figure class=\"wp-block-embed-wordpress wp-block-embed is-type-wp-embed is-provider-flourish\"><div class=\"wp-block-embed__wrapper\">\n<iframe loading=\"lazy\" class=\"wp-embedded-content\" sandbox=\"allow-scripts\" security=\"restricted\" title=\"Interactive or visual content\" src=\"https:\/\/flo.uri.sh\/visualisation\/1687200\/embed#?secret=DLwMmkKGe5\" data-secret=\"DLwMmkKGe5\" frameborder=\"0\" scrolling=\"no\" height=\"575\" width=\"500\"><\/iframe>\n<\/div><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">There\nis significant local variation in the relative size of the self-employed\nworkforce across Wales \u2013 rural areas tend to have higher rates of\nself-employment compared to more urban areas. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">More\nthan 97% of the self-employees in Wales do not employ any workers \u2013 this is\nhigher than the UK average of 92.5% suggesting that Welsh businesses tend to be\nsmaller in size.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Around\n40,000 (20%) of self-employees in Wales work in the construction trade \u2013 this means\nthat a further fifth of the self-employed workforce could be out of work if\nrestrictions are further tightened.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Self-employed\nworkers in Wales are three times as likely to be working in the agriculture\nindustry compared to the UK as a whole.<\/p>\n\n\n\n<figure class=\"wp-block-embed-wordpress wp-block-embed is-type-wp-embed is-provider-flourish\"><div class=\"wp-block-embed__wrapper\">\n<iframe loading=\"lazy\" class=\"wp-embedded-content\" sandbox=\"allow-scripts\" security=\"restricted\" title=\"Interactive or visual content\" src=\"https:\/\/flo.uri.sh\/visualisation\/1687404\/embed#?secret=1elST3lEFX\" data-secret=\"1elST3lEFX\" frameborder=\"0\" scrolling=\"no\" height=\"575\" width=\"500\"><\/iframe>\n<\/div><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">Over 26,000 of Wales\u2019 self-employed work in the retail, wholesale and hospitality industries. This sector could be particularly adversely affected by social distancing measures and travel restrictions put in place to combat the spread of the virus. And though less than 31% of the self-employed workforce in Wales are women, female workers account for 42% of self-employees in this sector.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Data from the <em>Survey of Personal Income<\/em> suggests that the earnings of self-employed taxpayers mirror that of other taxpayers across most of the income distribution. The exception is at the very top end of the distribution, where the incomes of self-employees vastly exceeds that of other taxpayers.<\/p>\n\n\n\n<figure class=\"wp-block-embed-wordpress wp-block-embed is-type-wp-embed is-provider-flourish\"><div class=\"wp-block-embed__wrapper\">\n<iframe loading=\"lazy\" class=\"wp-embedded-content\" sandbox=\"allow-scripts\" security=\"restricted\" title=\"Interactive or visual content\" src=\"https:\/\/flo.uri.sh\/visualisation\/1687841\/embed#?secret=AMPB2KiXXG\" data-secret=\"AMPB2KiXXG\" frameborder=\"0\" scrolling=\"no\" height=\"575\" width=\"500\"><\/iframe>\n<\/div><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">But in 2015, around a third of the self-employed workforce were earning less than the personal allowance and not paying any Income Tax. Half of the workforce were earning less than \u00a314,500 a year. When we include the entire workforce (including non-Income Tax payers), self-employed workers tend to have lower average earnings than their employed counterparts, reflecting the large number of people self-employees on relatively low levels of income.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Though\nthe self-employed workforce have benefitted from a slightly strengthened safety-net\ndue to the recent increase in the generosity of Universal Credit, they have not\nseen an equivalent to the Job Retention Scheme that has been made available for\nemployees.
