{"id":422,"date":"2026-07-24T05:45:23","date_gmt":"2026-07-24T04:45:23","guid":{"rendered":"https:\/\/blogs.cardiff.ac.uk\/housing-law-wales\/?p=422"},"modified":"2026-07-24T08:04:42","modified_gmt":"2026-07-24T07:04:42","slug":"homelessness-stats","status":"publish","type":"post","link":"https:\/\/blogs.cardiff.ac.uk\/housing-law-wales\/homelessness-stats\/","title":{"rendered":"Homelessness stats"},"content":{"rendered":"<p>The <a href=\"https:\/\/www.gov.wales\/homelessness-april-2025-march-2026-html\">homelessness stats for April 2025 to March 2026<\/a> were published on Wednesday.\u00a0 These show a broadly consistent picture of numbers of applicants, preventions, an acceptances.\u00a0 There are slight reductions in the use of TA , and in B&amp;B\/hotels.\u00a0 However, there are still 2,187 households in the latter; and 6,201 households were in TA.\u00a0 There are proportionately higher numbers of ethnic minority applicants for homelessness assistance, who make up 11% of applicants (and 6% of the population); and female lead applicants made up 63% of applications.\u00a0 The most common cause of homelessness was relationship breakdown (by some way).<\/p>\n<p>All of this goes to show again how significant the review provisions could and should be to applicants in terms of exercising their rights &#8211; see my <a href=\"https:\/\/blogs.cardiff.ac.uk\/housing-law-wales\/homelessness-internal-reviews-whats-the-point\/\">previous post<\/a> on the paucity of the exercise of rights to request a review.\u00a0 There must also be the possibility of an\u00a0<a href=\"https:\/\/supremecourt.uk\/cases\/uksc-2022-0102\"><em>Imam<\/em>-style JR<\/a> to a failure to deal with TA issues.\u00a0 It is surprising (or perhaps not given the lack of\u00a0 <a href=\"https:\/\/blogs.cardiff.ac.uk\/housing-law-wales\/legal-aid-the-stats-demonstrate-the-problem\/\">legal aid certificates issued<\/a>) that there has not been such a challenge with so many applicants in TA.\u00a0 In that regard, I will write up the most recent JR on this issue next week, but see\u00a0<a href=\"https:\/\/www.bailii.org\/ew\/cases\/EWCA\/Civ\/2026\/920.html\"><em>R(Griffiths-Fowell) v Birmingham CC<\/em><\/a> [2026] EWCA Civ 920, in which my rather lovely colleague, Zia Nabi, acted (interest to declare: Zia is in my Chambers and led me in <em><a href=\"https:\/\/www.bailii.org\/ew\/cases\/EWCA\/Civ\/2023\/1360.html\">Kyle v Coventry CC)<\/a><\/em><\/p>\n<p>These statistics suggest again that there is a real need for the Welsh housing law masterclasses to pursue the rights of applicants &#8211;
