HASHA Implementation

I came across a technical briefing about the implementation of the Homelessness and Social Housing Allocation (Wales) Act – discussed in some detail in previous posts – on the Cymorth Cymru website.  You are likely to know this already, but it does provide a helpful table setting out the three phases and what is included in each.  There is a nice, lengthy run in to Phase 1 in approx September 2027. Much was made at the Shelter Cymru conference about the Prevention, Support and Accommodation Plans, and I think that this will be where the required culture change will show.  The other change of note will be the specification of suitable accommodation, and reasonable opportunity to view accommodation before making a decision on it.  These are going to be quite challenging obligations, I imagine, and there will need to be a new Code of Guidance.
